The municipality of Los Santos, Santander, located in the area of the Chicamocha canyon, an area that due to the forms of the land surface, generates limitations to transport water from existing water sources to supply the population permanently; situation that framed in some anthropic causes, have generated deficits in the coverage of the aqueduct service, for which it was necessary to develop four stages, in order to mitigate this situation; first the identification of the environmental characteristics of the municipality was made, then the current state of the infrastructure in the local distribution network of drinking water was described, followed by the evaluation of the impact caused by the anthropogenic causes in front of the water deficit in the municipality and finally, a public policy proposal was formulated to improve the coverage and supply of the public drinking water service in the municipality of Los Santos, Santander. With the above, it was concluded that there are two main anthropic factors that cause deficit of water resources in the municipality, one of them is the development of agricultural activities, explicitly activities related to poultry and livestock, these activities require large amounts of water. On the other hand, it was established that the excessive growth of land subdivisions, in the area of La Mesa, has generated a demand for water resources, which is mostly used for recreation and tourism. In addition, a large amount of discharges is generated which, without carrying out any previous treatment, are generally arranged on the ground. The aforementioned basis the need to develop the public policy proposal to mitigate the problems of coverage and supply of public drinking water service in the municipality of Los Santos, based on the formation of general and strategic alliances.

El municipio de Los Santos, Santander, localizado en la zona del cañón del Chicamocha, área que por las formas de la superficie terrestre, genera limitaciones para transportar agua de las fuentes hídricas existentes para abastecer de manera permanente a la población; situación que enmarcada en algunas causas antrópicas, han generado que se presente déficit en la cobertura del servicio de acueducto, por lo cual fue necesario desarrollar cuatro etapas, con el fin de mitigar esta situación; primero se realizó la identificación de las características ambientales del municipio, luego se describió el estado actual de la infraestructura en la red de distribución local de agua potable, seguidamente se realizó la evaluación del impacto ocasionado por las causas antrópicas frente al déficit hídrico en el municipio y finalmente se formuló una propuesta de política pública para mejorar la cobertura y abastecimiento del servicio público de agua potable en el municipio de Los Santos, Santander. Con lo anterior se logró concluir, que existen dos principales factores antrópicos que causan déficit de recurso hídrico en el municipio, uno de ellos, es el desarrollo de actividades agropecuarias, explícitamente actividades relacionadas con la avicultura y la ganadería, estas actividades requieren de grandes cantidades de agua. Por otra parte, se estableció que el crecimiento desmesurado de parcelaciones, en la zona de La Mesa, ha generado una demanda de recurso hídrico, la cual en su mayoría es utilizada con fines de recreación y turismo. Además, se genera gran cantidad de vertimientos que sin realizar ningún tratamiento previo son dispuestos generalmente en el suelo. Lo anterior fundamento la necesidad de desarrollar la propuesta de política pública para mitigar las problemáticas cobertura y abastecimiento del servicio público de agua potable en el municipio de Los Santos, basada en la conformación de alianzas generales y estratégicas.
