El Estado regulay ejercer su inspección y vigilancia para velar por su calidad, por el cumplimiento de sus objetivos garantizando el conveniente cubrimiento del servicio y garantizar las condiciones correctas para la entrada y permanencia de los alumnos en el sistema educativo, En este sentido los establecimientos educativos de Santander deben garantizar el derecho a la educación, así como el manejo adecuado de los recursos públicos mediante una gestión trasparente, de acuerdo conpresupuestos; buscando siempre el bienestar social de la comunidad.Los recursos del sistema general de participación son el reparto de recursos que obtiene el estado teniendo presente lo estipulado en la constitución política, se conforman en una fuente fundamental de financiación para el desarrollo territorial, por consiguiente, tienen que administrarse siguiendo los inicios de transparencia, eficiencia, efecto, igualdad y sostenibilidadEl conveniente funcionamiento presupuestal de dichos recursos todavía es uno de los puntos básicos para el desarrollo de una excelente gestión financiera en los establecimientos educativos. por ello, se debe desarrollar procesos presupuestarios acordes, a los lineamientos legales, con criterios de eficiencia que optimicen la ejecución de los recursos en especial los destinados al sector educativo, Reconociendo la interacción que existe entre el funcionamiento presupuestal conveniente dentro de los planes de desarrollo y la paz social, se hizo un estudio sobre los criterios orientadores del diseño presupuestal y de su incidencia en la administración financiera de los recursos del Sistema General, llevando a realizar de manera pertinente y de acuerdo con los lineamientos del marco normativo vigente, cumpliendo destinados a tener una gestión eficiente de dichos recursos en el ámbito de su proyecto de desarrollo.

The State regulates and exercises its inspection and surveillance to ensure its quality, for the fulfillment of its objectives, guaranteeing the convenient coverage of the service and guaranteeing the correct conditions for the entry and permanence of students in the educational system. In this sense, the establishments schools in Santander must guarantee the right to education, as well as the proper management of public resources through transparent management, in accordance with budgets; always seeking the social welfare of the community.The resources of the general participation system are the distribution of resources that the state obtains, bearing in mind what is stipulated in the political constitution, they are made up of a fundamental source of financing for territorial development;therefore, they have to be administered following the beginnings of transparency, efficiency, effect, equality and sustainabilityThe convenient budgetary operation of these resources is still one of the basic points for the development of excellent financial management in educational establishments. For this reason, budgetary processes must be developed in accordance with legal guidelines, with efficiency criteria that optimize the execution of resources, especially those dedicated to the education sector, recognizing the interaction that exists between the convenient budget operationwithin development plans and social peace, a study was made on the guiding criteria of the budget design and its impact on the financial administration of the resources of the General System, leading to carry out in a pertinent manner and in accordance with the guidelines of the current regulatory framework, complying with have an efficient management of these resources in the scope of its development project.
