La seguridad y salud laboral en Colombia tuvo sus inicios con Rafael Uribe Uribe en el año 1904 con la ley 57 donde se trataban los temas de accidentes y enfermedades laborales, este tema fue tomando mayor importancia a través de los años debido la necesidad de aplicar medidas preventivas ante los diferentes riesgos presentados en las empresas; en la actualidad se hace referencia a este tema como sistema de gestión de seguridad y salud en el trabajo, para el cual se ha establecido leyes, decretos y resoluciones que obligan las empresas a llevarlo a cabo mediante unos estándares mínimos con enfoque en el ciclo PHVA. En este análisis se desarrolla con la resolución 1111 de 2017 donde se entra a un periodo de transición con la nueva resolución 0312 de 2019 y se adecua a la nueva normatividad correspondiente , que es donde se definen los estándares mínimos de cumplimiento por número de trabajadores y clase de riesgo de la organización, así como también fases del diseño, implementación y seguimiento del sistema de gestión de seguridad y salud en el trabajo para empleadores y contratantes independientemente de la forma de contratación, con el objetivo de determinar el cumplimiento de este sistema en la empresa AGUAS DEL CESAR S.A.E.S.P. No obstante, El día 18 de febrero de 2019 cambia la normatividad con la publicación de la resolución 0312 de 2019 donde se “definen los Estándares Mínimos del Sistema de Gestión de SST La presente Resolución tiene por objeto establecer los Estándares Mínimos del Sistema de Gestión de Seguridad y Salud en el Trabajo SG-SST. Esta resolución se aplicó al trabajo y se realizaron los ajustes correspondientes según la normatividad vigente.

Occupational health and safety in Colombia had its beginnings with Rafael Uribe Uribe in 1904 with Law 57 where the issues of accidents and occupational diseases were discussed, this issue was becoming more important throughout the years due to the need to apply measures preventive against the different risks presented in the companies; At present, this topic is referred to as a occupational health and safety management system, for which laws, decrees and resolutions have been established that oblige companies to carry it out through minimum standards with a focus on the PHVA cycle . This analysis is carried out with resolution 1111 of 2017 where a transition period is entered with the new resolution 0312 of 2019 and adapts to the corresponding new regulations, which is where the minimum compliance standards are defined by number of workers and risk class of the organization, as well as phases of the design, implementation and monitoring of the occupational safety and health management system for employers and contractors regardless of the form of hiring, with the objective of determining compliance with this system in the company AGUAS DEL CESAR SAESP However, On February 18, 2019, the regulations change with the publication of resolution 0312 of 2019 where “Minimum Standards of the OSH Management System are defined. This Resolution is intended to establish the Minimum Standards of the Management System of Occupational Health and Safety SG-SST. This resolution was applied to the work and the corresponding adjustments were made according to current regulations.
