    The investigation to determine the incidence that the migration of Venezuelans to Cúcuta has had, in the coexistence and citizen security in the years 2016 to 2018, focused on describing the phenomenon of the migration of Venezuelans to Cúcuta registered in the years 2016 to 2018, in the face of coexistence and citizen security; as well as identifying the behaviors of Venezuelan migrants who have settled in Cúcuta, which have affected coexistence and citizen security in the years 2016 to 2018; and also, to examine the sanctioning treatment applicable to Venezuelan migrants who conduct behavior contrary to the rules of coexistence and citizen security within the Colombian territory, and finally, to define the strategies that should be considered in the public policy of coexistence and citizen security, as opposed to the issue of Venezuelan migrants who perform behavior contrary to the norms established in Colombia. x For the development of this work two types of research were applied, such as the analytical and the descriptive. The population that integrated the present investigation is conformed by the Venezuelan migrants that have settled in the Municipality of San José de Cúcuta in the period 2016 to 2018, as well as the Institutionality in charge of the coexistence and citizen security in this city, among which are: 1. Colonel FRANCISCO GÉLVEZ ALEMÁN, Subcomandante Metropolitana de Cúcuta, 2. Doctor MAURICIO FRANCO TRUJILLO, Secretary of Public Safety of the Municipality of San José de Cúcuta, 3. Doctor MARIO DE JESÚS ZAMBRANO MIRANDA, Coordinator of the Cúcuta program Cómo Vamos , 4. Colonel JOSÉ LUIS PALOMINO LÓPEZ, Commander of the Metropolitan Police of Cúcuta, and, 5. Captain FREDY AURELIANO MOLINA HERNÁNDEZ, Commandant Police Station Center - MECUC ,. Four information collection instruments were used: 1. Fact record card; 2. Semi-structured interview form; 3. Legal analysis file; Four. Undoubtedly, the migratory phenomenon from Venezuela due to the humanitarian crisis has generated an alteration of coexistence and security at the national level. There are several behaviors that affect the normative dispositions on the part of the Venezuelans, placing the territorial entities in a complex situation. It is concluded, then, that the migration of Venezuelans has harmed coexistence and security.
