    Estrategia para la mejora de la gestión en el control fiscal de la contraloría municipal de Cúcuta mediante la implementación del componente de datos abiertos de gobierno en línea

    The Municipal Comptroller of Cúcuta, despite being considered as one of the control entities that stand out for the use of ICT in the Fiscal Control processes, still presents a very low level in the development of the different variables that are part of integral of the model. Thus, the present investigation was proposed to propose a Strategy for the improvement of the fiscal control management of the municipal comptroller of Cúcuta through the implementation of the online government open data component. Based on the above and through a descriptive investigation, important aspects of the management and results that the Municipal Comptroller's Office had, of topics of interest to the community and to individuals or legal entities and / or groups of people interact with this control entity; The strategy for improving management in fiscal control of the Municipal Comptroller of Cúcuta was described with the implementation of the online government open data component. The development of this project allowed to recognize the main failures related to the fiscal control management of the Municipal Comptroller of Cúcuta, and with this, strategies and actions were proposed that can become good practices applicable to other entities, incorporating ICT. Likewise, it was concluded that fiscal control through the implementation of the Open Data component of Online Government increases the self-control processes in the organization, taking into account that by incorporating automatic detection techniques for the occurrence of risks and the deviation of controls in the processes, the administration will be inhibited in the development of practices that are detrimental to the control and that generate risks to the organization, given the panoptic effect generated by this strategy.

    Fortalecimiento de las políticas públicas para la reducción de los índices de violencia contra la mujer en la ciudad de Bucaramanga mediante el uso de las tecnologías de la información y comunicación y su componente de datos abiertos

    Although Colombia has made significant efforts to address the phenomenon related to violence against women, by ratifying human rights treaties related to the elimination of all types of discrimination and violence against women, it is still important to advance in the prevention of violence against women. any type of violence generated against women. In the same sense, it seeks to strengthen the mechanisms of attention, protection and sanctions that exist to obtain a comprehensive and effective response from state entities, but above all, join efforts to ensure that this group of the population, enjoy the full of their rights, for which, this work seeks to strengthen public policies to reduce the rates of violence against women in the city of Bucaramanga through the use of information and communication technologies and its open data component. This research project compiles theories, concepts, typologies, statistics and data related to the phenomenon of violence against women in the world, national and municipal panoramas, as well as an analysis of the statistics reported by the Institute of Legal Medicine and Forensic Sciences in relation to the different types of violence against women in Colombia and in the city of Bucaramanga, and finally, and based on the analysis of said data, it formulates a Public Policy proposal whose general objective is to strengthen the capacity of the municipality of Bucaramanga to prevent, protect, address and reduce the rates of violence against women, based on the design and implementation of programs that through the use of information and communication technologies and its open data component, allow to contribute in the current procedure of denunciation and attention to the victims of this crime.

    Fortalecimiento del mecanismo de participación ciudadana en las veedurias como modelo de control social de la gestión pública, en el municipio de Floridablanca , mediante la implementación de datos abiertos de gobierno en línea

    For this reason, the general objective of this research was established as an optimization of the participation of Veedurías Ciudadanas in Floridablanca, Santander, through the incorporation of public management strategies with online government guidelines; by means of the development of this objective it was possible to determine that, since 2012, the creation of the Veedurías has been taking force, with the creation of the same number in 2013, and almost triple of this same instrument for the year 2014. In addition, in the context of the development of this research project, and in order to fulfill the needs of the community of leaders, who identified the Municipality of Floridablanca, training sessions were held for community leaders, in order to make them aware of the qualities of citizen watchdogs, and the process of their conformation. During the course of these training days, it has been established that disinformation by communal leaders is a common factor in each one of the sectors in which such training has been carried out, which is why it is necessary to develop strategies, which are described as follows. Strategy 1: Socialization and Community Education in Citizen Services, as a Citizen Participation Mechanism in the Municipality of Floridablanca. Strategy 2: Systematization and Implementation of Open Data in the Process of Registration of Citizen Services in the Municipality of Floridablanca. Finally, during the development of this public policy proposal for the optimization of citizens' rights in the municipality of Floridablanca, Santander, it has become evident that the central axis of this public management strategy is citizen participation. supervision and control to which the community of the municipality of Floridablanca have legal access.
