    The present work proposes objectives oriented to the analysis of the behavior of the price of the dollar in the second decade of the 21st century, making a journey through times where it has presented greater fluctuations and minimum and maximum values in the quoted price. For this, it is necessary to determine the causes that have influenced its price during the period of time covered by the study, identifying which economic sectors have benefited and been affected with respect to the fluctuations of the dollar in Colombia, and proposing projection strategies for the representative rate of the market for the sectors affected by the fluctuations of the dollar, especially nowadays when the devaluation phenomenon has been noticed.The exchange rate is a determining factor for international business and has a direct influence on the competitive level of industries in the global market. Likewise, revaluation and devaluation phenomena affect the costs of imports and the profitability of exports.Apparently the price of the dollar in Colombia will continue to increase for the rest of the year. In such case, whoever needs to buy dollars in the coming months should be aware of any temporary drop in the representative market rate to acquire the foreign currency.The ideal is an exchange rate that remains stable so that the national industry grows according to the country's projections.

    Estrategia para optimizar el proceso de gestión de las finanzas públicas de la Secretaria de Hacienda del municipio de Bucaramanga mediante la implementación del trámite de devolución y/o compensación de pagos en exceso y pagos de lo no debido, a través de un sistema de información, según lineamientos de gobierno en línea

    El presente proyecto pretende dar a conocer un problema que se enfrenta a diario en la Secretaría de Hacienda del Municipio de Bucaramanga con el ingreso de ciudadanos que buscan una respuesta de la Administración Municipal a sus solicitudes de devolución y/o compensación de pagos en exceso y pagos de lo no debido, por concepto de Impuesto Predial Unificado e Industria y Comercio, y la propuesta de solución que minimice el tiempo de respuesta. Los contribuyentes afectados por el problema en estudio, son generalmente quienes pagan oportunamente sus impuestos, y por razones diversas terminan pagando un valor superior al que realmente les corresponde. Es por ello que consideran que además de cumplir con su obligación dentro de los términos de ley, la administración los castiga al demorar las devoluciones o compensaciones solicitadas y causándoles un detrimento económico, toda vez que se trata de recursos que les pertenecen y que la entidad territorial está en la obligación de reintegrárselos sin demora. Como parte de la solución, además del análisis de los procedimientos que se surten al interior de la Administración del Municipio de Bucaramanga, se tiene una propuesta que contiene el diseño de un Sistema Informático, para ponerlo a disposición de cada ciudadano interesado, con el cual se podrán disminuir considerablemente los trámites internos, dando al contribuyente la posibilidad de consultar el estado de sus solicitudes a través de una página web y de actuar frente a la Administración Municipal a través de este medio, para obtener en el menor tiempo posible la respuesta definitiva y de fondo, a su solicitud de devolución.

    This work seeks to orientate the contributors with some situations that arise on having minimized mistakes, and on having offered a clear vision of the procedures to continue, turns into illustrative guides that it indicates and informs to the contributors and companies and especially book-keepers entrusted to do the radication that does not have solid knowledge to bring process over to realize the request that they know the process, but some doubts are generated. It shows the tools that allow the contributors, companies and book-keepers to exercise this service, to realize the procedures of a most efficient way, turns into an introduction for the businessmen who, in some circumstances, are subject to request a reimbursement. . One thinks in a blog that it shows stepwise the procedure to continue to realize a suitable request, and provides guidelines that allow to carry out a successful radication, the request of return and compensation is not given in the academic environment, for this reason it is necessary that the persons who request the balances to favor acquire have information to his scope to fulfil the radication of a complete and sure way. The laboratory of practice to request returns, consists of learning of the mistakes and this in the process that goes a lot of time, because the procedure to continue is not known until the mistake was committed, and some situation to get lost the opportunity to have more tributary and regulation knowledge.
