This project originates from observing the shortcomings in the planning, execution and closure of the hydrocarbon well intervention projects in the Catatumbo region; financed with the budget for the maintenance operation of the fields of the operating company in charge of this area. When evaluating the most relevant case of operational inefficiency for the maintenance intervention of a hydrocarbon well in 2019 (well PROD-2), it reveals the existence of a development line for projects financed with the field operation maintenance budget that unconsciously comply with a large part of the concepts of the PMBOK © guide, but that have deviations that do not allow the real adjustment of the planned budget vs. the real executed budget and additionally there are many uncertainties in the execution of a projected schedule.Despite the fact that there are random practices of the PMBOK © concepts in the maintenance projects of hydrocarbon wells in the Catatumbo zone, there is no real and organized guide that allows improving the efficiencies in costs and execution times of the projects. Scenario that increases the low operating profitability of the oil fields in the study area.This work brings together the guiding concepts of the PMBOK © (version 5 and 6) and compares them with the guidelines currently used in the development of the hydrocarbon well maintenance projects in the Catatumbo area; financed with a budget known as operation and maintenance (for its acronym in English known as OPEX: Operational Expenditures). Designing a proposal for an evaluation and monitoring guide for oil and gas well intervention projects, with the aim of improving cost and time efficiency for the operating company.

Este proyecto se origina al observar las falencias en la planeación, ejecución y cierre de los proyectos de intervención de pozos de hidrocarburo de la región del Catatumbo financiados con presupuesto de operación de mantenimiento de los campos de la compañía operadora a cargo de esta área. Al evaluar el caso de mayor relevancia de ineficiencia operativa para la intervención de mantenimiento de un pozo de hidrocarburo del año 2019 (pozo PROD-2), revela la existencia de una línea de desarrollo de los proyectos cumplen con gran parte de los conceptos de la guía del PMBOK ©, pero que tiene desviaciones que no permiten el ajuste real del presupuesto planeado vs presupuesto real ejecutado. A pesar, que se evidencian prácticas al azar de los conceptos del PMBOK © en los proyectos de mantenimiento de pozos de hidrocarburo del área del Catatumbo, no existe un guía real y organizada que permita mejorar las eficiencias en costos y tiempos de ejecución de los proyectos. Escenario que incrementa la poca rentabilidad operativa de los campos de petróleo del área estudio. Este trabajo reúne los conceptos de guía del PMBOK © (versión 6) y la coteja con los lineamientos actualmente utilizados en el desarrollo de los proyectos de mantenimiento de pozos de hidrocarburo de área de Catatumbo financiados con presupuesto de operación y mantenimiento. Diseñando la propuesta de una guía de evaluación y seguimiento de los proyectos de intervención de pozos de petróleo y gas, con el objetivo de mejorar la eficiencia en costos y tiempos para la compañía operadora.
