Son los animales seres excepcionales, capaces de sentir emociones de felicidad y tristeza, capaces de amar, comprender y ser empáticos con los problemas que inquietan a los seres humanos; por consiguiente, los Gobiernos deben promover una conciencia integral de cuidado y protección animal, que cuide el bienestar físico y emocional, considerándolos como seres sintientes con derechos y especial atención por parte de las administraciones públicas. Así, este artículo se propone describir el alcance de los instrumentos jurídicos implementados en el Municipio de San José de Cúcuta, para la materialización de políticas públicas en torno a la protección y bienestar animal. La metodología investigativa corresponde a un estudio de tipo descriptivo y documental, de enfoque cualitativo, e implementando la documentación como principal fuente de información. Como principales hallazgos se identificó que los alcances de los instrumentos jurídicos implementados en el Municipio de San José de Cúcuta, han logrado articular los poderes legislativo y ejecutivo, como un alcance jurídico para la materialización de políticas públicas en torno a la protección y bienestar animal, considerándose como un territorio de referencia nacional para el Sistema Nacional de Protección Animal, como resultado de su articulación entre la construcción normativa, la sociedad civil y las acciones emergentes de desarrollo territorial inherentes a la protección animal. El estudio permite concluir que son muchas las acciones que aún requiere San José de Cúcuta para erradicar la violencia, el abandono y el maltrato animal, pero los primeros pasos están dados, se cuenta con una administración comprometida y consiente de la problemática presentada, y ha manifestado su interés en participar y aunar esfuerzos con diversas partes interesadas en pro de subsanar y mitigar los impactos del problema. Determinando esto como un alcance valorativo de los instrumentos jurídicos, que contribuyen a la materialización de políticas públicas en torno a la protección y bienestar animal.

Animals are exceptional beings, capable of feeling emotions of happiness and sadness, capable of loving, understanding and being empathetic with the problems that concern human beings; therefore, Governments must promote a comprehensive awareness of animal care and protection, which takes care of physical and emotional well-being, considering them as sentient beings with rights and special attention from public administrations. Thus, this article aims to describe the scope of the legal instruments implemented in the Municipality of San José de Cúcuta, for the materialization of public policies regarding animal protection and welfare. The research methodology corresponds to a descriptive and documentary study, with a qualitative approach, and using documentation as the main source of information. The main findings identified that the scope of the legal instruments implemented in the Municipality of San José de Cúcuta has managed to articulate the legislative and executive powers, as a legal scope for the materialization of public policies around animal protection and welfare, being considered as a national reference territory for the National System of Animal Protection, as a result of its articulation between the normative construction, civil society and emerging actions of territorial development inherent to animal protection. The study allows us to conclude that there are many actions that San José de Cúcuta still requires to eradicate violence, abandonment and animal abuse, but the first steps have been taken, there is a committed administration that is aware of the problem presented, and has expressed its interest in participating and joining forces with various interested parties in order to remedy and mitigate the impacts of the problem. Determining this as an evaluative scope of the legal instruments, which contribute to the materialization of public policies around animal protection and welfare.
