Mediante el presente trabajo se pretende identificar la problemática actual que se evidencia en la penitenciaria de Girón con el trámite demorado e ineficaz de subrogados penales y/o beneficios administrativos y judiciales entre dicho panóptico y los jueces de ejecución de penas y medidas de seguridad de Bucaramanga; y a su vez crear una estrategia que contribuya al trámite eficiente y eficaz de dichos beneficios mediante el uso de una plataforma web. Para el desarrollo de los objetivos planteados en el presente trabajo se llevó acabo el diseño metodológico de investigación descriptiva mediante el método cualitativo y cuantitativo. Se emplearon herramientas de recolección de datos como entrevistas a una muestra poblacional de reclusos de la penitenciaria de Girón, donde se les indago acerca del hacinamiento y su experiencia en el trámite de subrogados penales. Se recopilaron datos cuantitativos de números de solicitudes de beneficios de los últimos tres años. Se entrevistaron dos jueces de penas de Bucaramanga, dos funcionarios del área jurídica de la penitenciaria de Girón para conocer el procedimiento actual del trámite de los beneficios en estudio. Se entrevistó un experto en tecnologías de la información y comunicaciones (TIC), para indagar acerca de la posibilidad de crear una estrategia web para la gestión de trámites y beneficios. Como resultado del presente trabajo se diseña e implementa una herramienta web para la gestión eficiente y eficaz de los subrogados penales, aprovechando las ventajas de las TIC, articulando el trámite entre la penitenciaria de Girón y los jueces de penas de Bucaramanga.

Through the present research work is intended to identify the current problem that is evident in the penitentiary of Girón with the delayed and ineffective processing of criminal subrogations and or administrative and judicial benefits between said panopticon and the judges of execution of sentences and measures of Bucaramanga; and at the same time create a strategy that contributes to the efficient and effective processing of said benefits through the use of a web platform. In order to develop the objectives set out in this paper, the methodological design of descriptive research was carried out using the qualitative and quantitative method. Data collection tools were used, such as interviews with a population sample of prisoners in the Penitentiary of Girón, where they were asked about overcrowding and their experience in the processing of criminal surrogates. Quantitative data was collected on the number of applications for benefits from 2015 to the present year. Two judges of sentences of Bucaramanga, two officials of the juridical area of the Penitentiary of Girón were interviewed to know the current procedure of the proceeding of the benefits under study. An expert in information and communication technologies (ICT) was interviewed to inquire about the possibility of creating a web strategy for the management of procedures and benefits. As a result of this work, a web tool is designed and implemented for the efficient and effective management of criminal subrogations, taking advantage of the advantages of ICT, articulating the process between the Penitentiary of Girón and the penalty judges of Bucaramanga.
