This Degree Project is part of the Research Project “Design of an Agricultural Observatory of Climate Change in the North of Santander Department”, approved in the 2019 Call for Institutional Strengthening of the UDES, under the direction of Dr. José de Jesús Núñez Rodríguez, researcher at the CIEMPIÉS Group of the Faculty of Economic, Administrative and Accounting Sciences of the UDES. The objective of this work was to analyze the financial requirements for the implementation of the Agricultural Observatory of Climate Change (OACC) in the Norte de Santander department in the aspects related to technological resources, human talent and infrastructure and support services in the 3 stations of study, located in the municipalities of Zulia, Bochalema and Cacota de Velazco. The methodology followed corresponds to a quantitative and descriptive research through the search, calculation and systematization of prices in the local and national market for equipment, wages and salaries and leases. It is concluded that for the implementation of the agricultural observatory of climate change in the initial phase, $ 1,893,899,301 are required. This project will provide information to different entities, such as repositories of universities, public and private institutions in the sector and associations of agricultural producers, providing them with information through the OACC so that each user can have economic, environmental, agricultural and social indicators.

El presente Trabajo de Grado se enmarca dentro del Proyecto de Investigación “Diseño de un Observatorio Agropecuario del Cambio Climático en el Departamento Norte de Santander”, aprobado en la Convocatoria de Fortalecimiento Institucional 2019 de la UDES, bajo la dirección del Dr. José de Jesús Núñez Rodríguez, investigador del Grupo CIEMPIÉS de la Facultad de Ciencias Económicas, Administrativas y Contables de la UDES. El objetivo de este trabajo fue analizar los requerimientos financieros para la implementación del Observatorio Agropecuario del Cambio Climático (OACC) en el departamento Norte de Santander en los aspectos relacionados con los recursos tecnológicos, talento humano e infraestructuras y servicios de apoyo en las 3 estaciones de estudio, ubicadas en los municipios del Zulia, Bochalema y Cacota de Velazco. La metodología seguida corresponde a una investigación cuantitativa y de tipo descriptivo mediante la búsqueda, cálculo y sistematización de precios en el mercado local y nacional de equipos, sueldos y salarios y arrendamientos. Se concluye que para la implementación del observatorio agropecuario del cambio climático en la fase inicial se requieren 1.893.899.301$. Este proyecto aportará información a distintas entidades, como repositorios de universidades, Instituciones públicas, privadas del sector y asociaciones de productores agropecuarios, brindándoles información mediante el OACC con el fin de que cada usuario puedan contar con indicadores económicos, ambientales, agropecuarios y sociales.
